The prices have dropped, even though export was allowed because the export duty was put in. Last year, the prices were much lower in the beginning of the season and then they went up. It is a difficult thing and I can appreciate the difficulty of the hon. The Commerce and industry minister with regard to what the export policy should be; it is also difficult for him to follow exactly the effect the export policy will have on the internal price structure in the next year. It is very well to say after the event if the policy had been of this nature, It would have been better for the price structure. I do agree that it would be better for every interest concerned if the policy can be of a long range so that everybody knows what the position would be. Now, I am coming to the States. With the FRBM, the States have demanded an additional Rs. 20,000 crore. I am not speaking of any particular State. The States are really in serious difficult. With the FRBM Act, the Finance Commission has made certain recommendations, and they cannot spend any more nor do they have the resources. In such a situation like this, the Government should have come. Now, a very interesting position is that the Government has been waxing eloquence on the Nuclear-Deal. Earlier, during the NDA's time and also now in their time, in different segments of the atomic energy sector, research and other things, we do find that the allocation is less. What is an interesting story? They are so much interested in nuclear energy. I know at best you can go from three per cent to five per cent. That is a different story. What is the allocation of fund for the Uranium Corporation? Actually, what has happened is that the Government has failed to address the severe situation that the people are facing today? In such a situation, the Government should have taken measures. I am giving you an example of ICDS, which is related to health care. There is a directive of the Supreme Court that there should be universalisation of ICDS, but the Government is talking of Rs. 6,000 Crore.
